Liquor can boost a players approval rating on a planets by 0.1%.

The formula for using liquor to increase approval is:

1% of the total Civilian Population = the units of liquor needed to raise approval by 0.1%

Manufacture: Water ×9 + Spice ×1 = 10 Liquor (in Biofactory)
