Nebulas are systems that have exploded
Meaning the player who owned the system has gone inactive
After going inactive, your system turns red, then 24 hours later it turns into a nebula
All ships in the system when it explodes are destroyed
after 24 hours the nebula can be inhabited by a new player
Nebulas can not be used by a current player

Nebulas currently have minimal hydrogen
