Rebels

Rebels come to being only when your approval rating on your planet becomes low. The bigger your population the faster the rebels will spread. to quell the Rebels, you must have troops on the planet to take them out.

To do so, go to the planet page that has the rebels, and click the Rebels link. there it will provide you with the option to exterminate the rebels.
